The association and its entities

Strong for Westphalia.

The Westphalian breeding association consists of a large number of voluntary bodies.

In the following, we will show you exactly how the association is organised and which committees have which functions:

The Westfälisches Pferdestammbuch e.V. is managed by a board of directors. The Executive Board consists of the Chairman and up to seven other ordinary members. The executive board consists of the chairperson and up to three deputy chairpersons to be elected from among the board members. The Executive Board can take all measures that are in the interests of the Association and its members and are not expressly assigned to other bodies.

The Executive Board has the following tasks in particular:

  • to ensure that the resolutions of the bodies are implemented
  • to submit proposals to the Assembly of Delegates for the election of members of the breeding committees and evaluation commissions
  • to submit proposals to the Assembly of Delegates regarding the amount of fees and dues
  • to appoint and dismiss the breeding director/managing director
  • to decide on the admission and exclusion of members
  • to monitor the cash and accounting systems and manage the association's assets
  • to prepare the annual accounts
  • to award gold and silver badges of honour to deserving personalities in breeding and sport
  • to elect the deputy chairperson

The Assembly of Delegates is the general meeting of the association within the meaning of the German Civil Code (BGB). It takes place once a year. The delegates are elected at the district assemblies.

The Assembly of Delegates has the following tasks in particular:

  • Amending and supplementing the articles of association
  • Approval of the annual report and the annual financial statements, acknowledgement of the budget and discharge of the Executive Board
  • Determination of contributions and fees
  • Election of the Chairman, the Board of Directors, the members of the breeding committees and the evaluation commissions (at the request of a delegate, the Board of Directors must be elected by secret ballot).
  • Dismissal of the members of the Board of Directors and the elected members of the breeding committees and the evaluation commissions from their offices
  • Acquisition, sale and encumbrance of property
  • Appointment of honorary members
  • Election of the auditors

The members of the association form district assemblies in the local authorities of the association's territory, from among whom a district chairman and his deputy are elected.

The district assemblies have the following tasks in particular:

  • Election of delegates for the Delegates' Assembly (one delegate and their representative for every 100 members or part thereof)
  • Organising mare and foal shows, broodmare tests and young breeder competitions
  • Organisation of selection dates for auction horses
  • Organisation of lecture events and information trips

Two evaluation committees are formed for each breed, one for stallions (licensing committee) and the other for mares and foals. The evaluation committees assess the conformation of all horses presented for licensing or registration within the framework of the breeding programme and stud book regulations.

A licensing commission is formed for each breed. The licensing commission consists of five persons elected by the delegates' meeting on the recommendation of the board. The Assembly of Delegates elects a representative for each member of the Licensing Commission at the proposal of the Board of Directors.

The members of the evaluation commission for mares and foals are

  • the Chairman of the Association or, as his deputy, an experienced breeder. He is also the chairman of the commission and casts the deciding vote in the event of a tie.
  • an experienced breeder of the respective breed
  • a private stallion keeper of the respective breed (he must have maintained a breeding station for at least three years)
  • the head of the North Rhine-Westphalian State Stud
  • the breeding director

There are two breeding committees, one responsible for the riding horse and the cold-blooded horse and the other for all other breeds. The breeding committee for the riding horse and the cold-blooded horse is made up of

  • the board members
  • the honorary members of the evaluation commissions for stallions
  • the honorary members of the evaluation committees for mares and foals

The committees include the following as advisory members

  • the breeding director
  • the head of the Westphalian Horse Centre
  • the head of the North Rhine-Westphalian State Stud Farm
  • the horse health officer of the Institute for Animal Health and Milk Hygiene of the Westphalia-Lippe Chamber of Agriculture
  • the Chairman and the Managing Director of the Commission for Horse Performance Tests in Westphalia

In addition, the breeding committees may elect further advisory members.

The breeding committees have the following tasks in particular:

  • to prepare changes to the breeding programme and the stud book regulations
  • to make decisions within the framework of the breeding programme
  • to decide on the type and organisation of breeding events
  • to appoint experts for breeding events
  • to convene special meetings of breeders of individual breeds or interest groups (stallion breeders, etc.)
  • to adopt guidelines on, among other things
    • health programmes
    • minimum health and sexual requirements for breeding horses
    • breeding hygiene requirements for breeding centres and insemination stations
    • veterinary procedures for the examination of stallions prior to licensing and LP
    • the broodmare mare tests
    • the awarding of association premiums
  • deciding on objections to registrations and cancellations

The department of private stallion owners represents the interests of private stallion owners of all breeds with their own breeding centre within the association. To this end, a meeting is convened at least once a year to discuss issues relating to private stallion keeping. The decisions of the department should be taken into account by the relevant bodies.

The department has the following tasks in particular:

  • to make proposals to the breeding committees for the organisation of licensing and performance tests
  • to make proposals to the Assembly of Delegates regarding the composition of the evaluation commissions
  • to co-operate in the preparation of guidelines on the veterinary examination of stallions for fitness for breeding and on the semen quality of stallions
  • to decide on the organisation of stallion shows

The private stallion owners elect a chairman and two deputies from their ranks. The chairman of the Westfälisches Pferdestammbuch e. V. is also a member of the board.

Our young breeders are teenagers and young adults up to the age of 25 who are interested in horses, horse breeding and handling horses. Active membership is not mandatory, but enjoyment of horses and horse breeding is all the more important. The Westphalian young breeders are organised in various districts and compete in an annual state competition.
